Is it Illegal to hand out brochures with facts about a company outside a location?

No as long as you remain on the public sidewalk and do not enter onto their property and are not being disruptive then it is not illegal. If it is against the law in your community to stand on a public sidewalk and hand out brochures while not tresping or being disruptive and the law is being enforced contact the local chapter of the ACLU.
