Lowlife and druggie neighbors....please help!!!?

how do i get rid of a neighbor who blasts music at all times of the day and night, does drugs with her friend who lives in the same apt with her, talks n curses on the fone all day and night, all of this with a 13 year old son who lives with them...this is the same woman who threw an a/c unti out her 2nd floor windown that could of hit a woman walkin with her baby...i live in a nice neighborhood, very clean with good people, this house has an absentee landlord who i think leave it up to the real estate to put whoeva kind of tenants in this house...if i could only find out which real estate office it is...shes blastin music as i speak now at 1 in the morning ET while on drugs..i caught her ped out sitting on some1' s front stoop...i cant deal anymore i want them...i hear everything cause in this area the house are almost attached....i cant deal wat do i do, they need to go
